The demise of Prost last month has led to concern that smaller F1 teams could struggle to stay afloat during the global economic slowdown.
FIA president Max Mosley – who has backed plans to cut costs in F1 – is refusing to rule out allowing F3000 cars to race in the sport as a last resort.
He told Autosport magazine: "There have to be 16 F1 cars and if there are fewer than that we would have to take steps, probably to allow F3000 cars in.
"It happened in the 1960s, when there were mixed grids of F1 and F2 cars."
The last occasion F1 and F2 cars raced head to head was the 1969 German Grand Prix at the Nurburgring.
Formula 3000 cars are typically more than 10s per lap slower than their Formula 1 counterparts.
