Motorsport boss Max Mosley has revealed plans for a radical overhaul of grand prixracing’s under-fire driverpenaltysystem.
The president of motorsport governing body the FIA has told AUTOSPORT that he wants the current system replaced in time for the 2004 season.

FORMULA 1 has endured its fair share of controversies when it comes to drivers being punished for racing incidents. Although there is often little dispute over offences such as speeding in the pitlane or crossing the pitlane exit line, there is general dissatisfaction at the way punishments have been meted out for causing ‘avoidable collisions’. Under the current system, race director Charlie Whiting will recommend to the race stewards (who change from event to event) whether an incident is worthy of investigation. The stewards will analyse video footage and decide there and then whether an offence has taken place. Very often a drivethrough penalty will be imposed – without grounds for appeal.

One of the biggest drawbacks of this system is that there is no chance to interview the drivers involved and no means of looking at telemetry to apportion blame. This means that if it is subsequently found after a race that a driver was innocent of blame, it is too late to do anything about it because he will have already served his drive-through penalty.

HOW IT COULD BE IN 2004…
FIA president Max Mosley’s plans involve the introduction of a system similar to the one that governs licences for driving on public roads. In Britain, when a driver commits an offence like speeding, he is given a number of penalty points. If he exceeds a certain limit within a fixed period he will receive a ban.

In F1 such a system would allow stewards to effectively give drivers warnings – similar to yellow cards in football. Whiting and the stewards would look at controversial incidents after the races, with all the evidence available, and then decide whether an offence had been committed. These could be punished with penalties ranging from one to 11 points, depending on how serious it is. If, for example, a driver then exceeded 12 points in a season he would be automatically suspended for one race. All cases would be subject to appeal. Autosport issue 11-12-03

FIA president Max Mosley believes Formula One drivers should be punished with a kind of demerit points system rather than on-the-spot pitlane penalties.

At Indianapolis, Juan Pablo Montoya punted Ferrari's Rubens Barrichello off the track and had his title-charge halted with a 'drive through' penalty.

But Mosley, reacting to complaints of the current system, reckons it might be better to threaten drivers with race-bans should they clock up too many points.

'What we have at the moment is bound to give the occasional odd result,' said the Briton. 'Even if it is not unfair, people still think it is and that is just as bad.'

According to reports, Mosley discussed his plans with teams at the recent F1 Commission meeting, to some scepticism.

The Englishman, however, says the main advantage of his proposal is that if a team or driver disagrees with the decision, there is the right of appeal.

Max Mosley said: 'So far we have always succeeded in getting an appeal hearing before the next grand prix.'

Hier zit wel toekomst in, in verschillende Europese landen is er al een puntensysteem voor het rijbewijs. Volgens mij kan het wel werken in de F1. En ook de bevoegde instanties die moeten oordelen over wat wel en niet kan hebben dan tijd genoeg om een degelijk onderbouwde straf te geven.

dan krijg je wel deze discussie: je rijdt de mogelijke winnaar van de baan en krijgt tijdens de race geen straf, behoudt de punten die je behaalde en je krijgt 1 strafpuntje op je 'rapport'.

Ik vind het nogal belachelijk. Weeral een reglementering meer... en weer meer kans dat de rijders voorzichtiger gaan zijn om geen punten op hun licentie te pakken. Gevolg, nog minder actie en nog meer processie. Dat ze er dan maar mee stoppen en een gewone optocht houden met auto's volgeschilderd met reclame.

Sport is risico, gewaagde acties met fouten en interpretaties van de 'scheidsrechters'. Echter in het voetbal zijn het professionele refs. Dat ze nu eens een vast team van Stewards meesturen naar alle GP's en laat die gewoon beslissingen nemen adhv het huidige reglement en niet de locale jongens. Geen slecht woord hierover, dat niet, maar een vast team lijkt me beter. Altijd maar nog mee reglementeringen... Is voor mij nog maar eens een bewijs hoe onmachtig ze bij de FIA zijn.

misschien gaan ze nu juist agressiever gaan rijden...
de race zullen ze niet verliezen nu door domme dingen te doen, en nadien kan je het strafpunt nog gaan aanvechten ook.

Dat vindt ik nu eens een zeer goed idee. Een dergelijk concept bestaat reeds in het wielrennen. Daar is bij elke grote organisatie een team van UCI-commisarisen aanwezig. Het zijn personen die internationaal gekend en erkend worden.
Iets dergelijks zou ook beter bij de F1 passen. De kans dat er een onbezonnen straf word uitgeschreven is dan veel kleiner.
